Park Authority Members’ allowances and expenses published

The 18 Members of the Pembrokeshire Coast National Park Authority were paid a total of £59,349 in basic and special responsibility allowances in the last financial year, compared with Members receiving a total of £60,268 in 2010/11.

Reimbursement of travelling, subsistence and other expense payments amounted to £6,092 for the same period, compared with £6,509 in 2010/11.                 

The allowances consist of a Basic Allowance payable to all Members of £2,664 per year, and Special Responsibility Allowances payable to the Chairman of the Authority (£5,156 pa), the Vice-Chairman (£2,578 pa), the Chairman of the Development Management Committee (£2,165 pa), the Vice-Chairman of the Development Management Committee (£1,429pa), the Chairman of Performance Review Committee (£714 pa) and the Chairman of Personnel Committee (£357 pa).

A Member can only receive one Special Responsibility Allowance, regardless of the number of positions of office they may hold with the Authority, and all allowances are paid pro-rata to the term of appointment during the year.

In June 2011 Cllr J A (Tony) Brinsden was appointed Chair of the Authority, replacing outgoing Chair Richard Howells, who left the Authority in November 2011. Member Fiona Lanc also left in November 2011. These two Welsh Government appointed vacancies were filled by Allan G Archer and Melinda Thomas in December 2011. A temporary vacancy was created between April and June 2011 when Christine Gwyther resigned from the Authority to stand in the Welsh Assembly elections.

The slight decrease in payment of Members’ allowances and travel expense claims during this financial year was due to vacancies occurring and the decision taken by Members to do away with the payment of Special Responsibility Allowances to the Vice-Chairs of the Performance Review and Personnel Committees.

The summarised payments are listed in the chart below, where Members’ attendance is shown as a percentage of the number of meetings organised by the Authority at which the Member was expected to attend. The asterisks denote Members who are no longer Members of the Authority as at June 30thwhen the Authority published its statement of accounts.

Members attend other meetings on behalf of the Authority for which their expenses are included in the Travel & Subsistence section.

The Allowances during this period were determined by the Authority with regard to Independent Remuneration Panel for Wales guidance. Allowances for the current year are now set solely by the IRPW.
